Age restriction?

First thing it does is ask, "how old are you?"
Playing the game with my daughter, I put her age in first thinking we were building profiles and I get this message saying "unfortunately this app is not available to kids under 13, check with your parents to download the premium version"
Really? I cant play at all now without paying money for the game.
Onto the next Dots game. Ill be deleting this one and WONT be spending my money here!
